北韓今天(18日)開出與南韓或美國舉行任何會談的條件，其中包括撤銷聯合國制裁、保證結束南韓與美國的聯合軍事演習。
北韓國防委員會在聲明中說，美國和南韓如果真的希望進行對話和協商，他們就應該採取前述這些步驟。
在此同時，北韓祖國和平統一委員會發言人表示，南韓如果繼續實行對北韓的敵對政策，兩韓之間的對話將無法開展。
這名發言人說，南韓與美國相互勾結，妄圖阻止北韓的太空開發與核子武器研發進程，並且動用新式武器裝備在朝鮮半島舉行大規模軍事演習，煽動和策劃反北韓行徑和侵犯北韓的戰爭；在這樣的背景下，根本無法進行兩韓對話或尋求兩韓關係的改善。
